Contributing to sustainable and efficient energy use

Commissioned by Vattenfall, Croonwolter&Dros is realizing the heat station “De Sleutel” (The Key) near Leiden, alongside the A44. This future facility marks another step in the energy transition, with the main goal of supplying residual heat from the Port of Rotterdam to Leiden’s district heating network. Thanks to this proven technological development, Vattenfall will be able to sustainably provide district heating to approximately 10,000 households and 200 large-scale consumers. As a result, society becomes less dependent on fossil fuels.

Why was BAEKEN needed?

Every project starts with a solid and realistic schedule. For the Future Heat Leiden project, BAEKEN was brought in to collaborate with the involved parties on creating an integrated project schedule. Due to the relatively short timeline, the right expertise was required to quickly gain technical knowledge of the project, process it effectively, and ensure that the resulting schedule was fully supported by all stakeholders. This laid a strong foundation for monitoring progress during the engineering, procurement, and execution phases.

How did we proceed?

  1. Developing an integrated project schedule

    For the construction of “De Sleutel” (The Key), Croonwolter&Dros, as the main contractor, is responsible for coordinating all subcontractors and external parties. Using Primavera P6, I began by setting up an integrated project schedule supported by all internal and external disciplines. This comprehensive schedule provided a realistic timeline, clearly mapping out the project’s feasibility and potential bottlenecks. After mitigating these bottlenecks, a baseline was established in consultation with both the client and the contractor.

     

  2. Monitoring engineering, procurement, and execution

    Based on a clear overall schedule, operational activities are closely monitored. Every two weeks, progress is collected and updated in the plan. This information allowed for detailed analysis of the schedule and any potential shifts, enabling timely mitigation actions. For example, assessing the impact of delays in certain activities and providing tailored advice to minimize these delays.

  3. Creating a 6-week execution schedule

    During execution, the need for an integrated 6-week schedule grew: one that combined the sub-schedules of all participating parties. By consolidating various Excel and Microsoft Project schedules into a single 6-week plan within Primavera P6, an execution schedule was developed. This integration optimized the alignment between the 6-week schedule and the overall schedule, ensuring that the combined duration of sub-activities accurately reflected the overarching activity. Through a rolling-window approach, new information is added each week to keep the schedule as up-to-date as possible.

Maintenance of Public Lighting and Dynamic Traffic Management Systems

Since October 1st, 2021, Vialis, commissioned by Rijkswaterstaat, has been replacing various technical systems under the Framework Agreement for Realization of Public Lighting and Dynamic Traffic Management Systems (RODS). The project aims to improve traffic flow and safety on roads and waterways in the regions of North-West Netherlands, Northern Netherlands, and Eastern Netherlands.

Why was BAEKEN needed?

Within the RODS project, managing a large number of interrelated projects poses a significant challenge. It is crucial to efficiently develop, monitor, and report on the schedules for the different Specific Contracts (NOs) within the framework agreement. By closely monitoring progress, identifying disruptions at an early stage, and reporting on them, BAEKEN contributes to an improved scheduling structure and better project control.

 

How did we proceed?

  1. Transition from Microsoft Projects to Oracle Primavera Cloud (OPC)
    Previously, the RODS project used Microsoft Projects to create and manage schedules. Given the scale of the project, BAEKEN saw an opportunity to improve scheduling management by switching to Oracle Primavera Cloud (OPC). OPC provides more functionality in schedule development and enables us to maintain a portfolio schedule using the Program function. This allows us to display all projects in one overview at a higher abstraction level and filter the overview in multiple ways to gain different insights and safeguard interfaces effectively. In this way, we fully leverage the power of OPC.

     

  2. Optimized Scheduling Template
    At the start of the project, a solid scheduling template was already available. I thoroughly evaluated this template, compared it against the specific requirements and needs of the project, and then adapted and improved it. The switch to new scheduling software also required the development of a new template. This template contributes to more efficient scheduling, as it contains the correct WBS structure and standard activities for each project when setting up a schedule.

  3. Monitoring & Reporting Progress
    Every four weeks, schedule progress is reported. In addition to providing an updated schedule, we also give insight into the current trajectory compared to contractual milestones. For this purpose, I set up an Excel file to track, for each reporting period, the differences between planned contract milestones and the contractually agreed milestones. This gives project managers clear visibility into the current status and project trends for internal control.

Maintenance of national roads in the eastern Netherlands

To keep the national roads of the East Netherlands district (ON) in optimal condition, Rijkswaterstaat (RWS), through its division Programs, Projects, and Maintenance (PPO), conducts ongoing preventive and corrective maintenance. This keeps the infrastructure safe, reliable and ready for the future. As the client for basic and major maintenance, PPO-ON oversees the work of contractors on the road network. BAEKEN, through Haskoning, contributes to project management within PPO-ON. As part of the Haskoning team of quality, risk, and planning managers, BAEKEN offers integral advice for the implementation of basic and major maintenance on the road network.

Why was BAEKEN needed?

PPO-ON Roads faces significant challenges in managing schedules. Not only do numerous schedules from contractors need to be handled, but the client also has its own schedules that must be properly coordinated. Haskoning identified an opportunity to improve coordination and streamline process management. As a result, BAEKEN was brought in to strengthen Haskoning’s planning expertise and enhance coordination.

 

How did we proceed?

  1. Monitoring contractors’ schedules

    Leveraging our planning expertise, we provide advice to the RWS project management team. Our focus is not only on the technical accuracy of the planning, but also on the logic, completeness, and alignment of each step with the internal expectations within the RWS team. We ensure that contractors’ schedules meet the required standards and align with internal expectations.

     

  2. Ensuring a common language

    While planning can be complex, clear communication should never be an obstacle. Within the organization, there was some confusion around project management terminology. We facilitated discussions on terms such as “critical path” and “total float” to ensure everyone shared the same understanding and expectations. By promoting this clarity, we helped foster clear communication across the project control team.

  3. Managing OG schedules

    To provide effective feedback to the contractor, it is crucial to maintain sharp coordination within the client team. The client schedule we manage offers transparency into the client team’s activities, ensuring alignment across all efforts and promoting better coordination.

  4. Ensuring integrality risk and quality management

    Together with the Haskoning team, we implemented an integrated approach to risk and quality management. We worked on making these aspects visible within the planning process, ensuring that potential risks and quality issues arising from the planning are identified early. By actively visualizing these risks and quality aspects, we provide a solid foundation for effective project control.

     

  5. Creating individual overviews

    Given the detailed nature of the planning, we create individual overviews that convey the key information clearly and concisely to the relevant team members. This ensures the information is accessible and fosters effective collaboration across the teams.

     

  6. Coordination

    With our involvement in multiple projects, we have the opportunity to create an overarching schedule and contribute to the creation of a comprehensive dashboard. Input from the individual schedules is used for more efficient capacity management. By creating an integrated overview and contributing to the dashboard, we provide the program team with a clear, organized perspective.

Hollandia Services is working on the Oosterscheldekering to renovate the hydraulic installations, which are essential for the functioning of the flood barrier. The design phase for the hydraulic systems and the piping began in 2024. The actual renovation will start in April 2025 and is expected to be completed by mid-October 2030. The new hydraulic design will allow the barrier to function optimally for many years to come.

Why was BAEKEN needed?

BAEKEN plays a crucial role in this project by drawing up the general schedule for the project and the detailed implementation schedule for the piping. A structured general schedule combined with effective communication is essential for many parties involved in order to successfully complete the project within the set time frame.

How did we proceed?

  1. Creating the general schedule

    The first step in this project was to create a general schedule. Hollandia is coordinating the project and providing all the necessary documentation. Van Halteren Technologies is working on the hydraulic installations, while De Vries Piping and DuoTec are responsible for replacing the piping.

    In consultation with all parties involved, I have set up an general schedule using a top-down approach that takes all interests within the project into account and ensures that all activities necessary to complete the project have been mapped out.

  2. Coordination and communication between the parties involved

    As project coordinator at Hollandia, I ensure coordination between all parties based on the general schedule. By iteratively updating the schedule with progress information and new insights, the schedule remains up to date and aligned with developments within the project.

  3. Detailed schedule for the renovation of the piping work

    To get a better grip on the implementation phase, I have drawn up a detailed schedule linked to the general schedule. By monitoring progress at a detailed level, we can closely follow the general project progress and proactively respond to any bottlenecks.

Modernization of the Maasbracht high-voltage station

Heijmans, one of the nine preferred suppliers for TenneT, plays a crucial role in the expansion and renovation of 360 high-voltage stations in the Netherlands. The agreement includes the modernization of the Maasbracht high-voltage station, one of the oldest stations in Limburg, founded in 1967. This station is essential for the region’s power supply and forms important connections with Germany and Belgium. The outdated infrastructure requires a thorough renovation, which includes building a new GIS installation while the station remains operational.

Why was BAEKEN needed?

During the construction team phase of the project, it quickly became clear that the integrated project schedule asked for improvement. The schedule was neither complete nor structured, which led to a lack of insight into the connections between disciplines and activities. This made the coordination of the work and the parties involved complex. Without a detailed schedule, it was difficult to manage these interfaces and ensure that the project would proceed without delays. This is where BAEKEN came in to tackle these challenges.

How did we go about it?

  1. Understanding interfaces and the schedule

    In my role as a Project Control Consultant at BAEKEN for Heijmans, I was responsible for drawing up the detailed schedule. This began with gathering information from the various disciplines within the project. By carefully processing this information, I was able to map out the interfaces between the activities. This is essential for coordinating the activities, with the operational nature of the station presenting an additional challenge. We have ensured that the schedule is both flexible and yet precise enough to accommodate changes without causing delays.   2. Visualization of the work

    To further optimize the schedule, we use Synchro for the 4D visualization of the project. This allows us to visually display the timeline and the interfaces between the various activities and parties involved. This gives the team a clear picture of the workflows and makes it easier to anticipate potential bottlenecks. By using this software, we are not only able to plan better, but also to respond proactively to challenges that may arise during the execution of the work.

BAEKEN'S contribution to Defense with Thales

Thales Group is a global leader in the development of defense technology, radar systems, and advanced maritime systems. At Thales Netherlands in Hengelo, the focus is on defense systems that are crucial for national security, including the innovative defense projects for the navy.

Why was BAEKEN needed?

The systems developed by Thales are technologically very complex and often in a research and development phase. This presents unique challenges. Additionally, the high-tech nature introduces significant technical and operational risks. To manage these risks and oversee planning in this dynamic environment, BAEKEN has been brought on board.

How did we approach this project?

  1. Project structure

    For the defense projects, I created a detailed structure for establishing the projects planning. I apply Earned Value Management (EVM) to this planning, which provides insights into progress in relation to planned costs and timelines. This allows us to respond proactively to potential delays or budget overruns.

  2. Coordination and reporting

    The successful coordination of this project is ensured through regular meetings of us with project teams and stakeholders. This allows us to quickly identify and resolve bottlenecks. Our monthly reports to management provide detailed insights into progress, costs, and risks, enabling timely strategic decisions based on current data.

  3. More than just the defense projects

    In addition to the shipbuilding projects, we are also working on other defense-related projects within Thales. Our contribution to the defense sector focuses on applying robust project management techniques such as EVM and risk management. This ensures that these critical projects are completed on time and within budget, which is essential for national security.
